It is a recall centre that usually collection agencys use to hide number and true identity. There are many of these recall centers cross country. If you do not recognize number do not answer, leave them the option of leaving a message, which they seldom do. Legally they are allowed 3 attempts per day from any combination of numbers.

Got the same call. I called back to see who called me to pretend to believe the threat I had received to get more info from the caller. When I called, I reached another person who just received the same call & another person (3) was on the same line.
