I have received a call from here in an Asian language that I cannot understand. I have received the very same call from a different number in the US. The funny thing about this call is that it says it is from the Consulate-General of the People"s Republic of China in Calgary. I do not know anyone of Chinese decent that lives in Canada. Very annoying.

It is unfortunate, where technology is being misused. People are able to spoof any number, and make calls. Blocking would help. For me, if I do not know who is calling, I let it go to answering service. If they leave a message - that would tell me to return the call or not.
