This is a VOIP such as a Magic Jack phone. The number that shows up is not really the number they are calling from and when you call that number back, you are most likely bothering some innocent person who has had their phone number hijacked. Just block the number if you have that service.

The 1 866 239-5632 number they asked me to call had all of the voice prompts and features of TD bank"s automated phone system, but is not operated by TD Bank.
