I called back: Ray Parker !!! answered. As I am French speaking (but bilingual). I spoke to him in French, first. He replied he cannot speak French.
I told him, in English, that I received a very threatening recorded message, from him & that I did not appreciated it..
He asked when that message was left. I told him that I did not know, as HE"s the one who ;eft him. He said he would call me back, without any further due & hung up.
I suspected that that was a scam, as I do not owe anything to CRA, nor wife, nor children.,

Got one of these cards in the mail that had the winning "X" when I scratched the second play area. Called and was also told I had to be the home owner.... then I trying searching for the official contest rules to see were it says home owners only can qualify.
