It is a voice message where they indicate you have a receive partial or letter that is intended for you. Later on once you return the call to let you know that it is the Chinese government that requires you to pay some type of partial or receive some type of government letter. Eventually they will work their way to a person who claims there a Chinese government official threatening legal action against you unless you pay the remaining balance on an account.
